New rules have been proposed by the government which will see house builders who are developing a site bigger than 10 homes factor in one starter home per five houses.

Clause 2 shows that the proposal will see new houses deemed as ‘starter homes’ sold with a discount of 20% of the original market value or even lower. This rule is being ushered in to help first time buyers secure their position on the property ladder, and these discounted costs will not be available to anyone over the age of 40.

The special exemption in this case is that injured military personnel and those who lost a partner due to military service will be eligible to purchase a discounted starter home, no matter their age.

To discourage those looking to speculate using these new starter homes a homeowner would only be able to resell the property to another first time buyer for five to eight years after the initial purchase. Official consultation of the proposal starts on the 18th May 2016 and looks to contrast views on the already established Housing and Planning bill.
